In 2024, the Ohio BMV issued 33,748 new limited-term licenses. But if you’re a temporary, non-US citizen with a legal presence, and you need to drive, you should know that effective July 1, 2025, there are new requirements for you. 

So what is a limited term license, what are these new requirements, and who does it affect? Read on to find out.

What is a Limited Term License?

A limited term license is the form of driver license issued to temporary residents in the United States, which is valid for the duration of their stay. A temporary resident is a person who is not a U.S. citizen or permanent resident under U.S. immigration laws, but who does have legal presence in the country.

What are the New Requirements?

  • Training: Temporary residents must complete a 24-hour driver education course, either within the classroom or online, in addition to eight hours of behind-the-wheel training in order to receive a Class D certificate of completion. This certificate must be presented at the BMV during the driving test.
  • Driving: Must complete 50 hours of supervised driving practice with a licensed adult, including 10 hours of driving at night. 
  • Testing: Must pass a standard BMV test that includes both skills and knowledge.

Your permanent card will arrive by mail within 10 business days. You’ll get a temporary document to drive in the meantime.

Yes, it is valid nationwide while unexpired, similar to other Ohio licenses.

What if I’m suspended or restricted?

Limited-term licenses follow standard BMV suspension and “limited privileges” rules. Expiration during suspension requires reapplication once reinstated.
